T. Ladies and gentlemen! Welcome to our conference. My name is Julia Brown. I’m pleased to meet you here at our conference. Today we are going to speak about politics. So the theme of our discussion is a portrait of an ideal politician

P1 – Hello!

P2 – Hi! How are you doing?

- Fine, thanks.

- Where are you going?

- I’m going to the meeting with the candidates to the State Duma.

- Really?

- Certainly.

- I’m fond of politics. And where will the meeting take place?

- At the town palace of culture.

- Great. Let’s be in a hurry.

- Ok.

T. L. and G., let me introduce our guests:

1) Boris Grislov - the speaker of the State Duma;

2) Anastasia Lukirskaya – a candidate from the party “The United Russia”;

3) Kseniya Koltunova – a candidate from the Communist Party;

4) Nataliya Turisheva – a candidate from the party “Just Russia”;

5) Nick Panov – a candidate from the Liberal Democratic Party;

T. The idea of democracy plays a great role in politics. What do you think “democracy” means?

P1. People do what they want within the framework of law.

P2. The head of State guarantees the rights of citizens.

P3. All people and authorities follow the constitution.

P4. People rule the country.

P5. People say what they think.

P6. People can live in any place they choose.

T. Whether we like it or not but politics is part of our life. Each political system has its pecularities. What is special about the political system of the Russian Federation, Mr. Grislov.

B.G. The Russian Federation is a presidential republic. The President is the head of state and is elected directly by the people. In fact he has much power. The President can even dissolve the Duma if it doesn’t agree with his suggestions three times running. The President has his Administration but it is not part of the Federal Government. The President is involved in the work of the legislative and executive branches.

The Federal Assembly represents the legislative branch of power. It is made up of the two houses: the Federation Council and the Duma which make laws.

The President can veto laws passed by the Federal Assembly but the Federal Assembly can pass laws over the President’s veto by a two – thirds majority.

The Federal Government represents the executive branch of power. The President appoints its head, the Chairman of the Government but the Duma must approve his appointment. The Supreme Court represents the judicial branch of power. The Constitutional Court has the right to declare actions of the President, the Federal Assembly and the Federal Government un constitutional.

T. Thank you Mr. Grislov.

P1. I have a question. Who elects the members of the Federal Assembly?

B.G. The people elect the members of the Federal Assembly.

P2. – Who may vote for the candidate to the State Duma?

- Citizens of the R.F. at the age over 18 may vote for the candidate to the State Duma.

P3. – Have you got children? Are they going to be politicians?

- Yes, I have got children, but its difficult to say if they are going to be politicians.

T. Thank you, Mr. Grislov. Please, take your seat and make yourself comfortable.

T. According to our constitution citizens of Russia have the right to elect and be elected. All organs of state power are elected by the entire adult population on the basis of universal, equal and direct suffrage by secret ballot.

According to the Federal law people elect candidates to the State Duma according to the proportional system of parties` lists.

What kind of people can succeed in politics? What traits of character should they have? What is the portrait of an ideal politician?

A manager of election campaign.

Management deals with people. A manager is a person who directly supervises people in an organization. Managers spend much time communicating, coordinating and making decisions affecting the daily operation of their organization. Almost everything a manager does involves decisions and in decision – making there is always uncertainty and risk. The profession of a manager need the following qualities as: enterprise, the ability to foresee and to make decisions, analyze and risk. It needs the ability to keep promises. The person should also be communicative and know how to handle people and direct them effectively. He should know at least one foreign language.

As I’m a manager of election campaign, I’m responsible for the results of election.

A lawyer.

I'm a lawyer. I work in a court. “Real success in finding your lifework in the work you love”- said David McCullough. I think it is true. I follow in the footsteps of my father, he is a lawyer too. My job is well-paid. I think it's interesting, because I work with people. People of my profession are necessary during election campaign. They act candidates as counsel for the defense in a court. A lawyer is present at different meetings and represents his candidate's interests.

In my opinion my job is important and useful.

Anastasia Lukirskaya was born in Russia, Smolensk region, in a small town called Roslavl. She was born in 1970. Roslavl is a hometown of our candidate. She finished a school №7 in 1988. Anastasia has got higher education at Moscow Industrial University. She has a family. Her husband is a lawyer, her daughter is a pupil. Her family is friendly and hospitable. Now Anastasia works in Smolensk administration.

Our programme:

To built better life for people.

To take part in national projects.

To built new modern hospitals, schools, new houses and roads.

To improve housing conditions.

In our opinion a good politician should be strong-willed, reserved, cunning, prudent and pliable.

He should revise his ideas if he wants to live a long and successful life in politics.

A good politician should be able to take non-traditional decisions and give up some people from his team.

Political decisions may be ruthless for some people and good for the majority of people.

A politician should be ambitious. He or she should use power for improving the situation in the country.

A good politician should have a will to win, a wish to have power.

No image-maker can help a person who is “nothing”.

A Journalist

My name is Inna Nikiforova. I am a journalist. I represent the party “Just Russia”. I write articles and sketches in different newspapers about our candidates, their work and activity in the party. I do everything in a favour of our candidate. I think my profession is useful and important, especially when there is election campaign. I meet with different people, have talks and take interviews.

The biography of our candidate

My name is Olga Phomenkova. I represent our candidate to the deputy of the State Duma. She is Natalia Turisheva. Natalia was born in an usual family in 1972. She finished a secondary school number 7 in a small town of Roslavl in 1983. She graduated from Smolensk University and Moscow University in 1988 and 1999. She is 35 years old. Natalia is married. She has a husband and two children. I think, Natalia is a clever and beautiful businesswoman.

Our slogan:

A WORKING PERSON SHOULD NOT BE POOR!!!

THE PROGRAMME OF OUR PARTY:

- to increase pensions to 6000 roubles,

- to return all lost savings to people,

- to increase workers' wages by 25 %

- not to join European Community.

- to pay by the hour.

A portrait of an ideal politician

Any politician who wants to win should be a real personality. She or he should have a will to win and a wish to have power. She or he should use power not for her own needs but for improving the situation in the country and for achieving definite aims. A good politician should have an ability to risk and to love risking if she or he wants to win.

Political decisions may be ruthless for some people and good for the majority of the people. So, a good politician should be ready to take ruthless decisions. No image-maker can help a person who is nothing. It is impossible to improve "nothing". Image-makers and advisors can add only 15-20% to the image of a politician. The power should be used by a politician not for power itself but for achieving definite aims.

My name is Julia Aphanasenkova. I am an image-maker. I'm a member of the Commimist Party. Do you know anything about the profession of an image-maker? An image-maker is a specialist-psychologist. He creates candidate's image, raises popularity and reputation of a person. No image-maker can help a person who is “nothing” It is impossible to improve “nothing”.

An image-maker and advisors can add only 15- 20% to the image of a politician.

Now I want to introduce you a candidate to the State Duma from the Communist Party. This is Ksenia Koltunova. Ksenia is a director of the plant "Grafit". She was born in the village of Sontsevka of Smolensk region. Ksenia finished a village school. Then she studied at Moscow State University. Ksenia has two high education: she is a lawyer and an economist She is very kind and pliable. She has a will to win and a wish to have power.

The programme of the Communist Party

In industry:

1) to reduce inflation

2) to increase clerks` salary;

3) to increase pensions.

In the public health service:

1) to improve medical service.

In education:

1) free education for everybody.

In agriculture:

to use new technologies.

I’m a specialist in advertising.

Advertising penetrates all spheres of our life. It is so powerful that you can’t avoid it. Much of the advertising is propaganda, its major purpose is to influence you to buy something. We use different kinds of techniques in advertising. One technique is called the “Bandwagon”. When using this technique, the advertiser tries to influence you to buy something because a great number of other people are buying it. Advertising is spreading of ideas and information for the purpose of influencing people to be favour or against something or someone. We use different techniques in election campaign.

Nick Panov was born in 1974 in Roslavl. He has graduated from the Institute of Eastern languages. In 1992 he served in Russian army. From 1998 he is a member of the Liberal-Democratic Party of Russia. He is a doctor of philosophy. He is married. He has a wife and two children.

Our programme:

1) to clean towns from rubbish.

2) to avoid entrance exams.

3) to reduce the number of commercial colleges and Institutes.

4) to increase workers' wages, teachers' and doctors' salary by 30%.

5) to give more working seats to the citizens of Russia.

In our opinion an ideal politician must love his profession. He must be independent, always is ready for difficulties and to take coordinating decisions. He must be strict and persistent. Of course, he must have money

Answers:

1) No, I don’t, because such exams don’t check up pupil’s knowledge.

2) We will do everything to prevent it.

3) I can help you to buy building materials and tools.

4) The housing conditions will be improved from year to year.

5) I decided to become a politician some years ago. I think our country needs in good politicians.

6) The aim of our party is to overcome the difference between the poor and rich people.

7) In my opinion we can organize different sport clubs, build some stadiums and sport grounds.

8) The realization of the programme has begun. I think the prestige of our country will be better, the sports complexes will be built. Our sportsmen are preparing for the Olympic Games in Sochi.

9) Yes, it will. The income will be increased constantly from year to year by 25%.

10) Yes, of course. The budget of Smolensk Region will be increased by 10%.

B.G. 1) I think the project of the party “The United Russia” is great, because it’s true to life and a portrait of an ideal politician is perfect and real.

2) In my opinion, the project of the party “Just Russia” is fantastic, it doesn’t reflect people’s life in the future.

3) As for me I think that the project of the Communist Party is good, but it’s a dream about the past and not about the future.

4) Of course, the project of the Liberal-Democratic Party is interesting, but their suggestions are not real in our days.
